The eHealth Exchange Participant Testing Program was developed to test compliance for health information exchange (HIE) standards as required by the eHealth Exchange Coordinating Committee for onboarding to the eHealth Exchange network. Its purpose is to enable organizations that wish to participate in the eHealth Exchange to validate the compliance of their Health Information Technology (HIT) with the eHealth Exchange Performance and Service Specifications. The Sequoia Project now operates this program in conjunction AEGIS. 1.  Apply to eHealth Exchange

Note: You may, if you wish, also pay the eHealth Exchange participation fees at this time.  Payment of the participation fees can either be made in conjunction with the testing fees or separately once you are ready to go into production on the eHealth Exchange.

2.  Coordinating Committee Approves Application for Participation and Refers Applicant to Begin Practice Testing

  • If the Coordinating Committee approves your Application for Participation, eHealth Exchange staff will verify your DIL Testing Readiness Checklist
  • If complete and you have paid testing fees, please proceed with getting set up in the Developers Integration Lab (DIL). See Step #3 below for details.
  • If you plan to connect to the Social Security Administration (SSA) and/or Veterans Health Administration (VHA) they will require your organization to do additional partner testing.  See Step #7 below for details.

3.  Set up and Conduct Practice Testing in the Developers Integration Lab (DIL)

  • Complete DIL Setup Checklist:  Work with your vendor to complete the DIL Testing Readiness Checklist, which outlines the required steps and send to  testing@sequoiaproject.org
  • Register in the DIL: Your vendor may assist or Register your organization in the DIL. Be sure that the Applicant’s name is registered in the DIL, not the vendor.
  • Conduct Practice Testing: If your vendor is assisting your organization with practice testing, your vendor should notify you when practice testing is completed.  All Test Case Documentation is available on the Testing References Page.
  • If you have any questions or issues when getting setup in the DIL or while practice testing, contact the DIL Support Team at DIL_Support@aegis.net.

4.  Vendor / Applicant Runs Tests and Submits Results

  • Once you complete practice testing and you determine that your organization can successfully pass all of the tests, run the tests and “Submit” results in the DIL to have the results validated.
  • If you are testing for content, submit sample documents to the corresponding NIST validator tool and verify that the document complies accordingly.
    • Once you are satisfied that the document meets the requirements, submit a sample document to  testing@sequoiaproject.org for formal evaluation.
  • The eHealth Exchange Team will review the test results, including any test evidence submitted, and determine if your organization has passed, failed, or if more information is needed.
  • NOTE:  In addition to the tests that are run in the DIL, the eHealth Exchange Team reviews message content against our conformance checklists.  So, applicants can successfully complete all tests in the DIL, but still FAIL testing due to non conformance on one or more item on our conformance checklists.

5.  Coordinating Committee Approves Applicant Test Results

  • The eHealth Exchange Team will verify that all test results have been received and will submit test results to the Coordinating Committee for approval.
  • The Coordinating Committee will determine whether the applicant has satisfied the requirements for participation in the eHealth Exchange community.

6.  Activate in Production Environment

  • The eHealth Exchange Team will notify the Applicant whether the Coordinating Committee has approved their organization as a participant.
  • If approved, file a support ticket by sending an e-mail to  techsupport@sequoiaproject.org to request provisioning in the eHealth Exchange production environment.
    • You will receive a response with more information to complete the production provisioning, including the issuance of an x.509 certificate, entries into the production web services registry(the UDDI), and identification of the operational contacts.
    • You will receive a support ticket #, as well as instructions and forms to complete the set up process.
  • Schedule an Activation Briefing with the eHealth Exchange Team to review production operations, obligations, and to learn more about participating in the eHealth Exchange community.

7. Activate in the eHealth Exchange Validation Environment (Required for partner testing with the DoD, SSA, or VHA)

  • File a support ticket by sending an e-mail to techsupport@sequoiaproject.org to provisioning in the eHealth Exchange validation environment.
    • You will receive a response with more information to complete the validation provisioning, including the issuance of an x.509 certificate, entries into the validation web services registry(the UDDI), and identification of the operational contacts.
    • You will receive a support ticket #, as well as instructions and forms to complete the set up process.
